A Review of Unmet Needs for the National Mental Health Workforce Plan

Abstract
Objectives : Due to the lack of national mental health workforce plan, mental health action plan of Korean government could not have been backing by timely supply of appropriate workforce. So, the mental health workforce plan, strategy and training framework in other countries were reviewed to establish the mental health workforce plan, which is associated with mental health action plan.

Methods : Government reports and related papers of related laws, training and workforce plan of UK and Australia were reviewed. The experts in this field were also contacted for their opinions, reading materials and data on this topic.

Results : In UK or Australia, mental health workforce plan is associated with mental health action plan and workforce plan is composed of workforce plan, workforce strategy, and standards training framework. Workforce plan principle and strategy set up the objectives, and training framework suggested entire education course by tiers. The objectives include availability and skill, workforce safety and satisfaction, workforce integration, co-design and co-delivery with consumer and carers, and workforce innovation. Each level of plan was coordinated vertically and compatible with the outcome of mental health action plan horizontally. However, in Korea, the lack of national workforce plan has resulted in the incoordination of the proposition of law and training of workforce in private sectors.

Conclusion : The appropriate supply of workforce is the key element of success in national mental health plan. Therefore, the national mental health workforce plan is need to be established in associated with national mental health plan simultaneously. It could deliver more efficient practical services in harmony with the legal support, and the coordination with private sectors in workforce training and working conditions.
